The African Parliamentarians’ Network Against Corruption (APNAC) is Africa’s leading network of parliamentarians working to strengthen parliamentary capacity to fight corruption and promote good governance.
In order to strengthen APNAC and to work towards its institutionalisation, as one of the set objectives contained in its 5-Year Strategic Plan, two (2) Regional Retreats were organized by the APNAC Secretariat under the auspices of the CIDA-funded Africa Parliamentary Strengthening Program (APSP) for Budget Oversight to bring together members of the various APNAC Chapters across the Continent with selected strategic partners. I. DEFINITION :
Corruption: Even though there are several definitions for corruption, the one which we refer to in this presentation is the abuse of the part of the individual who takes advantage of her/his situation within a system with a view to gaining personal profit. It presupposes a link between 2 individuals where one is the corrupter and the other the corrupted.
There is thus no corrupted without a corrupter. Further, corruption raises crucial questions on justice, responsibility and the purpose of wealth and power.
Members of the Ugandan Chapter of the African Parliamentarians’ Network against Corruption (APNAC-Uganda) have declared their intention to continue the fight against corruption in all spheres of public life even at the peril of their lives. Citing provisions in their country’s Constitution requiring members of parliament to exercise such an oversight role, the MPs stated that “the war on corruption must be fought systematically, impartiality and in good faith, free from political interference.”
