October:


Planning for the first regional APNAC conference on the “New Challenges on the Fight Against Corruption” that was later held in Nairobi, Kenya in early November.

November:


The first regional APNAC conference was held in Nairobi, Kenya in early November. The theme for the conference was “New Challenges in the Fight Against Corruption.” Issues discussed were the role of parliamentarians in the fight against corruption, the role of open government and citizen’s participation, access to information, international instruments against corruption, the African parliamentarian, funding political parties, creating and sustaining political goodwill and, the role of parliamentarians in preventing corruption in public procurement. The conference was organised by APNAC Kenya and in particular, the Programmes Committee. The conference convened over 150 individuals including MPs, the private sector and civil society.

Money Laundering workshop: This was attended by some APNAC members. After the workshop, members resolved to draft a money laundering bill.

 

December:


Launch of a Case Study on MPs expenditure trends: In the year 2002, TI-K in collaboration with the Friedrich Ebert Stiftung (FES) conducted a case study of expenditure patterns of MPs in different parts of the country. The study was carried out 4 months prior to the general elections and sought to gain a basic understanding of the effects of the

dominant patron-client mode of African politics on public expectations of the role of an MP. APNAC members voluntarily

participated in the study. The report on the study is titled “Paying the Public or Caring for Constituents?”. It was launched in December and received wide media coverage.

Apnac Kenya visited New York State Legislature, Albany, July 2003 to exchange ideas with fellow legislatures on various blue prints to use to foster democracy, accountablity and transparency in thier respective goverments.

West Africa APNAC conference: Members of APNAC Kenya including Hon. Jimmy Angwenyi (as a member of the GOPAC Executive Committee), attended the West Africa APNAC conference on the “New Challenges in the Fight Against Corruption” was held in Abuja, Nigeria. Hon. Angwenyi presented a paper on the experiences and challenges of APNAC Kenya in the fight against corruption and facilitated one of the plenary discussions.
